The Foundation was established to promote programs designed to improve the quality of life for Middle Georgia area citizens from early childhood through senior years by providing services to individuals, including those with low and moderate incomes and providing supporting programs that promote the social welfare, academic excellence, and cultural enrichment of the citizens of the Middle Georgia community.

The incorporators include Kimberly Dickerson, Mildred Green, Sonya Jenkins, Yvonne King, and Janet Tidwell.

On October 1, 2011, the JOY Foundation hosted an Inaugural Reception at Flint Energies in Warner Robins to formally introduce the board members and its mission to the community. The foundation also presented its first Man of the Year for his outstanding services to youth programs.

The JOY Foundation is composed of a board of nine directors who oversees its operation. The thrust of the JOY Foundation encompasses three initiatives: Fine Arts Scholarship, Man of the Year Award, and Dream Job Apprenticeship Program.
